Nvidia Nvenc H 264 New Obs

Nvenc software is meant to investigate performance and image quality of hw encoder nvenc of nvidia. Current geforce gtx gpus 600 series and newer with nvenc will also see speedups with these optimizations. We have also tweaked some of the background settings of nvenc to improve quality especially for the rtx 20 series gpus.
