3080 Heat Issues

My cpu has a self contained water cooled radiator and it stays cool. However the problem could be even deeper. And i ve been using evga software to watch the graph. I left all the fans stock and use a kraken x72 with the fans mounted up top as exhaust.

What i mean by that is i can hear them spin up and down as the heat changes.
